Introductionional comparisons of student achievement. As in any area of scholarship and practice, the field is constantly evolving, as a result of advances in theory, methodology, and technology; increasing globalization; emerging needs and pressures; and cross-fertilization from other disciplines.

Cost-Effectiveness Analysis as an Evaluation Toolal television, computer- assisted instruction, smaller class sizes, and so on. It is possible that all of these alternatives, when well-implemented, have a positive effect on student achievement. Often the one that is recommended is the one with the largest apparent effect.

Utilization Effects of Participatory Evaluationerment, and participatory approaches to evaluation has escalated quite dramatically over the past decade as evidenced in a bourgeoning literature on such topics. This interest, in my view, is testament to the promise such collaborative approaches hold for enhancing evaluation utilization and bringing about planned sustainable change.
