Compliance,zes whether bringing these non-complying sources into compliance would result in net benefits. The chapter goes beyond compliance for compliance sake — i.e., not violating the law — and asks whether the benefits of reducing health and environmental risks achieved by compliance are commensurate with the costs of compliance.
