The interlocutors of different classes and races introduce the reader to a variety of urban and rural communities, many of them involved in development projects. Two leitmotifs of the 1960s and 1970s recur throughout the volume: decolonization, state formation, and the quest for democracy in the post-colonial societies of Mexico and the Caribbean; and the conditions which were likely to constrain or challenge these developments, quintessentially associated with the 1959 Cuban revolution, the cold war and student radicalism..

These commonalities are enlarged upon while discussing the evolution of Mexico from colony to country, and the transformation of Caribbean slavery into systems of free labour and indenture prior to decolonization.

The Caribbean in the Early 1970s, the recent struggle between the middle-class blacks and mulattos. In contrast to Haiti, Puerto Rico was a Spanish-speaking country, with a well-founded sense of identity based on the rural white peasantry. A 1973 visit to Trinidad revealed important political ramifications of the Black Power disturbances of 1970.

Oaxaca, Mexico, and Barbuda in 1978,e to the northern and southern mountains. Following a short stay in Mexico City, I visited the Caribbean island of Barbuda in the Outer Leewards. Barbuda is claimed by all Barbudans together, and a record was made of the quest of the islanders for separation from neighbouring Antigua.
