Few would think less of their government for reducing employment barriers for the disabled; conversely, condoning service denials motivated by religious disapproval would create negative perceptions.

Politically motivated rhetoric can easily become attenuated from the actual impacts of proposed legislation, and it appears that is what is happening in regards to protecting religious free expression.
