This studybreaks new ground in the economic theory of optimal road capacity byincluding theoretical contributions, empirical studies, and simulationexperiments that all pertain to the general topic reflected in thetitle. The book is organized into four sections: 1) highway trafficflow; 2) commuter choice of tollways versus freeways; 3) congestionpricing in the short run; and 4) road capacity and pricing in the longrun. .In particular, the first section on highway traffic flow examines thechief models and empirical studies of vehicular flow on urbanhighways. The second section of the book is a theoretical andempirical examination of the choice that commuters make between urbantollways and freeways. The third section is devoted to congestionpricing in the short run, the time period in which the urban highwayfacilities are taken as given. We presume highways that are not controlled to any significant extent by traffic lights (because there are no intersections that require them), and we assume that the highways do not have bottleneck problems (e.g., tunnels, bridges).
