https://doi.org/10.1007/b137482We wish to carry out the program which we began in [3]. It turns out that this is best done by repeating the construction of control laws sketched in [3]. However we omit the various assumptions which were introduced for the purpose of simplification in [3] but which obscured the real scope of the method.
