It may be taken as signifying content (., a term which does not occur in this passage, but which Kant elsewhere employs.). That, at least, is the meaning which best fits the context.

Two thirds of the sampled American universities decline in both rankings. The author tries to explain the observed patterns with country-specific indicators.
