All the papers were reviewed by 2 program committee members and selected by the volume editor Prof. Min Zhu. . .We hope every participant can have a good opportunity to exchange their research ideas and results and to discuss the state of the art in the areas of the Electrical engineering and controls..

This paper compared the performance of RLM-AVF with the textual ranking methods using the well-known learning to rank algorithms and reranking methods. Targets Detection in SAR Image Used Coherence Analysis Based on S-Transform,sform domain and background of moving target in SAR image with the same scene, coherent image could be constructed by coherent values which were calculated by the proposed coherent formula. In the coherent image, target can be detected by compare the coherent values. Experiments showed that the proposed method could detect the dim target.
