Weaponization of Access, Communication Inequalities as a Form of Control: Case of Israel/Palestineof practices spanning from the days of analogue telephony in the mid-twentieth century to the recent control on online activities, establishing a cycle of practice that runs in parallel to the technology life-cycle, from controlling access to infrastructure and media, to surveillance and control of online practice and the message.

A Comparison of High-Skill and Low-Skill Internet Users in Northeast Anatolia, Turkeyany perceived impediments to their effective use. Findings indicate that Internet use provides some benefits to all users interviewed; however, the advantages seem broader among those who possess a higher level of proficiency. Relatedly, a strong pattern of gender inequality emerged, as women’s use was more strongly limited and controlled.
