描述This volume contains all papers presented at the Eighth European Meeting on Cybernetics and Systems Research. 169 draft papers were submitted for evaluation. In the process of careful refereeing, 33 papers were rejected and the remaining authors were invited to submit final papers. Out of these, 119 were accepted for presentation at the conference and publication in this volume. These papers were prepared by 173 scientists, authors and co-authors, from 22 European and non-European countries, with different cultural, social, and economic structures. Everybody tried hard to make this conference and its proceedings a true representation of state-of-the-art research worldwide: The members of the Programme Committee and the Chairmen of the Symposia were selected among the ~internationally leading scientists. Great care was taken not to make this conference a "European" or even "Austrian" one. We are happy and proud to hear that these "European Meetings" (the name is a purely traditional one) are recognized as the internationally leading conferences in cybernetics and systems research. Stabilizing Partially Observable Uncertain Linear Systems. This representation with fixed pairs makes the introduction of homotopy (or: continuation) methods very natural. Theses methods are very convenient computationnally (usable on a pocket computer) and construct possible paths from a known situation to the actual uncertain one.

Physical Cybernetics; Its Elementary Laws being adopted in the properties called “cardinal”; states being differentiated in function of the model’s position on both: l) scale of the metric dimensions and 2) scale of the relative time of appearence of the first representative of each model. Spatiotemporal considerations concerning the differenciation of systems in our Universe.

A General Systems Analysis of Goal-Directed Heuristic Computationther than a priori control. The main distinction is between goal-directed heuristics and algorithms according to procedural criteria as well as on the guarantee of success. A general systems model of goal-directed heuristics is developed with self-alteration being a key design principle.

Markus Schatz,Bert Günther,Frank Thiele of dynamic chains with similar properties as we found for Exponential Towers..Constructing by different approaches vector codes we can imbed the generalised dynamic chains in corresponding networks which are a generalisation of Lotka-Volterra networks offerring new possibilities for time series analysis.
