The Transition and the Political Economy of African Socialist Countries at War (Angola and Mozambiqul associated with the exodus of the Portuguese settlers who had the accumulated skills given by centuries of running the economy, public administration and the politics of these countries. Sovereignty was bought at a high price in terms of the destruction and flight of human and physical wealth.

Bureaucracy, Socialism and Adjustment: Congo and Madagascarrt-lived Congolese programme was unsuccessful in achieving its targets. Since 1982, Madagascar has stabilised expenditure and carried out some structural measures, but the results in terms of growth have been disappointing. These experiences raise questions about the nature of adjustment measures and the pace at which they were implemented.
