https://doi.org/10.1007/978-1-4614-9396-9ght be interpreted more specifically as intellectual members of the ruling class, while “the foolish below” as the ruled civilian population. “do not change” in this context means that Confucius recognized that the societal structures he witnessed were defined by binary opposition, and will never change.
