Systems Challenges to Growth and Sustainability of Meaningful Educational Reform,ss functioning in this manner. The district was even able to overcome most of the challenges imposed by the traditional hierarchical bureaucratic controls of government; however, in the final analysis, sustainability of meaningful reform was largely dependent on long-term government support.
