Fiscal Cost-Benefit Analyses for Temporary Extra Jobs and Short-Term Training Programs,In this chapter, I continue the evaluation of Temporary Extra Jobs and shortterm training programs begun in chapter 5 by examining their efficiency. Programs can be recommended for use only if they are shown to be efficient as well as effective. In this chapter, I define efficiency as a state in which program benefits outweigh program costs.

Conclusions,In this thesis, I have evaluated two key characteristics of Germany’s 2005 welfare reform. The first key characteristic is that the reform created two different organizational models for the labor market activation of welfare recipients.
