The proposed method finds blocks with moving edge blocks and processes only selected blocks. The approach is particularly suited to surveillance type scenarios with a static camera.

Ibrahima Diarrassouba,Youssouf Hadhbi-dimensional wavelet transformations to estimate a good quantizer stepsize for data rate limitations. With an additional, simple optimization algorithm an average variation in the resulting data length of < 1.6% is achieved.

Open-Separating Dominating Codes in Graphsis of our evaluation. The experimental results show that the window-based vocabulary features performed best. The behavioural features also showed a promising result, which is useful when the vocabulary features are not available. We also discuss the performance of classifiers.

Jianqiang Cheng,Céline Gicquel,Abdel Lisserid algorithm is able to achieve 63% time reduction with PSNR loss limited to 0.07dB, bit rate increase at most 2.02%. It is expected to be utilized as a favorable accelerator for a real-time H.264 encoder for HDTV.

Alberto Del Pia,Jeff Linderoth,Haoran Zhu scheme also includes a model-based bit allocation. The experimental results show that this approach significantly improves the compression performances, when comparing with previous similar approaches.
