Collective Bargaining in Western Europe,e even more severe after 1992 for many countries, because of the Maastricht eligibility criteria for admission to the third stage of the Economic and Monetary Union (EMU). The provisions of the Pact on Stability and Growth, approved at the Amsterdam European Union Council of June 1997, suggest that these fiscal constraints are bound to continue.
