Reformsteuerung, Stabilität und Wandlungsfähigkeit der Berufsbildung - „Laboratory Federalism“ als Mtellt, denn hier würde erfolgreich die duale Berufsbildung reformiert. Tatsächlich ist das 2004 in der Schweiz in Kraft getretene Berufsbildungsgesetz auf Innovation ausgerichtet, eine ähnliche Ausrichtung lässt sich aber auch dem deutschen nicht absprechen.
