The Universal Critical Level Statistics γ and the correlation length exponent . is derived. The possibility of the non-conventional behavior ~ .. (0 < . < 1) of the critical TLCF at a small energy scale . ≪ 1 is discussed. A statistical hypothesis involving two kinds of energy levels is proposed to explain the sum rule violation for the critical TLCF.
