A Comparison of High-Skill and Low-Skill Internet Users in Northeast Anatolia, Turkeyany perceived impediments to their effective use. Findings indicate that Internet use provides some benefits to all users interviewed; however, the advantages seem broader among those who possess a higher level of proficiency.
