Classical Irreversible Thermodynamics, arbitrary processes, it may only compare the initial and final equilibrium states but the processes themselves cannot be described. To handle more realistic situations involving finite velocities and inhomogeneous effects, an extension of equilibrium thermodynamics is needed.
