Auf dem Weg zum Verhandlungsstaat?,geproblemen, die sich dabei abzeichnen, gehören u.a. neue Legitimationsprobleme, die sich daraus ergeben, daß verwaltungsexterne Akteure nur sehr selektiv an solchen Verhandlungs- und Kooperationsbeziehungen beteiligt werden. Für diese Probleme sind neue Lösungsmöglichkeiten zu entwickeln.
