Commentary on the papers of Devos and de Goeyo say about the papers, I began with two columns headed ANTWERP and ROTTERDAM and noted down similarities and differences along a time line. This proved interesting but seemed in the end to be “forced” because arguably what is striking about these two policy histories are not the differences but the broad similarities.
