Möller/Schwebler (o.J.: 140) haben die Generalklausel geprägt, daß es gilt, solche Entscheidungen in der Verschuldungspolitik zu treffen, die uns „bei unserem jetzigen Wissensstand in die Lage versetzen, unser politisches, ökonomisches und soziales System stabil zu halten.“
