Plädoyer für ein psychosoziales Verständnis von Suchten in Verbindung mit dem Konsum psychoaktiver Substanzen ist in weiten Bereichen unbefriedigend und teilweise kontraproduktiv (Zinberg 1984). Das Behandlungssystem erreicht nur wenige Betroffene (die Ausnahme ist die Substitutionsbehandlung bei Opiatabhängigkeit) und bei den Erreichten sind die Effekte unbefriedigend (Wienberg/Driessen 2001).
