Secrecy and the Soviet Public, British, in the main — obviously this would not apply to the small minority who handle secret information in the course of their work — find it difficult to take secrecy seriously. Many do not believe that there are any secrets of importance. Different is the Soviet attitude: scarcely anyone doubts that secrets exist.
