Critique and Variations of the Journal Peer Reviewing Process, has developed along, but at different speed, often haphazardly, and not based on empirical evidence. In recent years, concerns have been rising that peer review is completely ineffective (Jefferson et al. 2008) or is not appropriate (anymore) for modern science.
