Cooperation and quotas emerging. Trying to regroup members to bring more homogeneity would not help. What members need is the assurance that comes from fixed percentage shares in the catch and in other benefits and in costs. Government is needed to set up this sharing. ITQs automatically provide the fixed-share building blocks that are needed.
