Conclusione there is much to be admired in FRED 4, it has to be said that it is not a completely convincing document. It will probably succeed in establishing rules for those types of transactions which it addresses specifically, but the general principles which it propounds do not seem sufficiently resilient to cope with all other conceivable permutations.
