Frustration,convening of the Twenty-first Congress a year ahead of schedule (hence its ‘extraordinary’ status) was also unnecessary. Khrushchev simply did not wish to wait until 1960 to convene his own ‘Congress of the Victors’; he had seized the political initiative and was determined to press his advantage rather than to risk losing his momentum by waiting.
