The International Tribunal for Crimes in the Former Yugoslavia,rnational criminal justice, although the immediate motivation of its authors was to appease an international public opinion shocked by the reports of atrocities in the former Yugoslavia. The Tribunal was a convenient substitute for a military intervention rejected by the main Powers.
