European monetary arrangements: their functioning and future. This discussion has two aspects. It first explores prospects for increased private use of the ECU. It then considers what can be meant by monetary integration, and whether that, in any of its senses, is desirable in Europe.

The ECU and its role on the European monetary scenehe simple reason that this unit has become a major eurocurrency in barely a few years, while the official ECU has not, so far, lived up to its aim of being a centrepiece of the European Monetary System. Moreover, the private ECU’s development potential seems more promising than that of the official ECU, at least in the near future.
