Aufgabenkritik und Konzentration auf Kernaufgabenchlacken, ist in den letzten beiden Jahrzehnten turnusmäßig wiederholt worden. Meist waren konjunkturell verstandene Wachstums- und Finanzkrisen die Auslöser. Sobald die finanzielle Situation sieh zu entspannen schien, ließen die Anstrengungen jedoch schnell wieder nach.
