Why Tenants Moved, Part 2,ainty of their situation were also prime motivations to relocate. Most tenants concluded that there was no point waiting to see if the NSW government would compromise. The departure of tenants had a knock-on effect. Those left behind felt more vulnerable and this hastened their departure.
