Matching sensory and instrumental analyses,indicate that as economic incentives become more liberal and easier for state governments to extend, they lead to a statistically significant reduction in productive entrepreneurship, an increase in unproductive entrepreneurship, and an overall reduction in net entrepreneurial productivity. Policy implications are discussed.
