The Nature of the CrisisThe policy reforms of the mid-1980s are generally explained in terms of a response on the part of the state to a new set of economic, social, political and military circumstances which emerged during the 1983/84 period. Until then the prospects for economic and social development had been fairly positive.

What Can Be Learnt from Theory and the Experience of the Soviet Union and China? I of this study I refer to some of this literature and, in particular, the experience of the Soviet Union and China. In doing so I will identify those features of development strategy in socialist countries which may be labelled ‘orthodox’ and look briefly at the nature of the economic and food policy reforms which have been introduced.

It provides an in-depth analysis of the changes which took place in economic and food policy and the nature of the crisis which prompted the reforms. It focuses particularly on the role of social forces in shaping the reform process.
