Decentralizing Aid with Interested Parties,d multilateral institutions began to rely heavily on non-government organizations (NGOs) to allocate aid and to implement their aid projects/programmes.. Since NGOs usually have well-defined goals, donor government policy is achieved by funding the NGOs that appear to have similar mindsets.
