Taxidermy’s Literary Biographies, Ron Evans has pointed out to me that Howard Mitchell in 1916 considered Jacobi sums in connection with the number of points of the Fermat curve in arbitrary finite fields, and proved the first Davenport Hasse relation between Jacobi sums in a finite field and in a finite extension.
