Crime, Law Enforcement and Rule of Law in Time of the COVID-19 Pandemic in Poland20 are considered by most lawyers to be unconstitutional. They were also used for purposes unrelated to the pandemic. As regards impact of the pandemic, and governmental measures on crime rates and patterns, the emerging picture is not clear: there was neither consistent growth nor decline of crime.
