Is Network Governance Universally Feasible?,During my fieldwork, I asked the same question when talking to non-governmental organizations (NGOs): I asked them to describe the relationship between the government and the NGOs. Among all the answers, that of Mr. Sheng Jun impressed me the most and revealed one of the core features of the network relationship essentially.
