Colombian Housing Policy During the 1990sn to realise that this approach was doomed to failure.. Governments could not build sufficient homes to satisfy the large numbers of families requiring better accommodation. The unwelcome consequence was that the numbers of families living in ‘informal’ housing were increasing through time.
