The Outlook for UN Reform: Necessary, but Impossiblelify only Germany and Japan as potentially acceptable candidates for permanent membership on the Security Council. As we now know, even this minuscule reform has not so far materialized, despite the financial crisis that is now impacting heavily on a whole range of UN activities.
