Sampling,We all know what sampling is: In very general terms it has been defined as “methods for selecting and observing a part (sample) of the population in order to make inferences about the whole.” That seems noncontroversial enough, but what is encompassed by the term “sampling” in a statute has been the subject of litigation in the U.S. Supreme Court.
